Program Officer, Governance
The Embassy of Denmark, Dhaka seeks applications from qualified professionals for the position as Programme Officer for Governance (PO Governance).
The Danish strategy for development cooperation with Bangladesh (2005-2009) involves assistance in the areas of human rights, democratisation and good governance, business cooperation, agriculture (crops, aquaculture, livestock, and rural roads), water supply and sanitation.
The purpose of the position is contribute to the Danish development assistance process in Bangladesh in the area of good governance, including interventions in the area of local governance, rights of indigenous peoples, capacity building of institutions such as the national human rights commission as well as civil society organizations. The position will directly contribute to the implementation, monitoring and supervision of a number of activities under the Human Rights and Good Governance programme (HRGG).
The incumbent will work under the overall management of the Embassy and under the direct supervision of the Counsellor for HRGG. |

Responsible for support to local governance, national human rights commission, civil society organisations interventions under the |

HRGG and for other activities in this area. |
 |
Provide support to local governance and indigenous people’s rights and relevant focal point responsibilities including counter |
| |
terrorism, conflict, etc. |
 |
Contribute in planning, implementation and monitoring of the respective portfolio under the HRGG Programme, including follow up |
| |
on agreed benchmarks and conditions decided through consultations, sections reviews, etc. |
 |
Facilitate and monitor disbursement plans and perform budgetary control, auditing and accounting. |
 |
Plan, organize, and participate in technical missions, and provide inputs and take part in High Level and Technical Consultations. |
 |
Assist to identify new activities and provide and coordinate inputs to strategies, reports and speeches. |
 |
Contribute to policy dialogue and participate in donor coordination. |
 |
Participate and contribute to the general tasks at the Embassy, including annual planning and reporting, assignments outside the |

development assistance, etc. |
 |
Perform other duties, as required. |

| Qualifications and Experience required |
 |
Post Graduate degree in Law, Public Administration, Social Science, or other relevant disciplines from a reputed university. |
 |
5+ years of relevant professional work in a public sector institution or other institution in the area of development planning and |
| |
programming, and at least 2 years experience at policy level. |
 |
Proven experience in programme and project planning at national and local levels is essential and experience in implementation |
| |
and monitoring of development programmes will be an advantage. |
 |
Experience and demonstrated skills in working with diplomatic missions, UN agencies and multilateral donors in programme |
| |
management and implementation is desirable. |
 |
Demonstrated interpersonal and diplomatic skills with the ability to work under pressure. |
 |
Experience working with multi-disciplinary teams, including developing, coaching, guiding and mentoring staff, and taking into |
| |
account cultural sensitivities. |
 |
Demonstrated ability to act as a policy advisor. |
 |
Excellent analytical and report writing skills. |
 |
Team-orientation. |

Pro-activeness, dynamism and flexibility. |

Strategic and analytical thinking. |
 |
Capacity to represent the Embassy of Denmark in different forums, as necessary. |

Excellent spoken and written communication skills in both English and Bangla. |
